In as far as this describes "and their rulers lord it over them" it is rather poignant. Nowadays, with the major keys of power being sequestered into a tiny selection of people, and a gigantic number of near insignificant keys, it gets harder and harder for joe shmo to get any keys at all. A far cry from the pre-king days of the judges, where every man had roughly similar amount of power. 'Democracy' is negative in that much power goes to whomever can manipulate the masses, which works well for the Engels, Marx, Himler, and Lenin types. America's genocidal maniacs vieing for societal control are the Susan B. Anthony, Moses Harman, and most pastor types. They actively advocate that the rings of power in the hands of men be split up and distributed to the women. Women are more numerous and less likely to wield their power for their own advancement, and so make 'ideal' subjects for a democratic governor. It is much easier to gain the loyalty of women by taking away from the men the very things that women find attractive in men. Protection via police and military. The majority of men and women have quietly handed over their keys without even realizing they possessed power.
Then the children aren't given any keys at all. They are disposable, and worth more as sacrifices to Moloch. In the name of "freedom." They have been freed from having any keys.
From there, only three people remain; the elite with keys of power, the masses with the smallest sliver of authority, and the rebel who makes his own door and lock. The masses see the rebel, want what he has, and asks those with keys to get it for them. Happy to oblige, the elite collect the keys off the corpse of the rebel, melt them down to insignificance and pretend they've made the mass's lives better.
For those few of us who are counted worthy of being judges and kings in the future, we trade little keys today hoping the future king has the ability to compound-interest power. We'll probably end up with a different kind of key in the interim period while we are acting as ambassadors.
