I don't know what the person you're asking intended, but I would say both. The Holy Scriptures in both the Old and New Testaments do not speak well of those who are a law unto themselves, who do what is right in their own eyes, who make so much a matter of private interpretation and refuse to be accountable to or under the authority of anyone.

I would disagree with that. Doing right in their own eyes was the system God established when Israelites entered the land. It’s the he intended them to function.
