It’s a pretty weird way to handle an actual problem.
The rule should be something more like cars are only allowed to be at the curb for 7 minutes or less.

My nine year old son was being a boy at school.
Flicking stones around at his mates and one hit a younger girl and it upset her
Nobody saw him do it, nobody knew it was him.
He saw the girl was upset , he put his hand up, owned it and apologised. Tried to make good.
The head teacher punished him for “a lack of integrity “. Sent him home with a red card.
I took the next opportunity to explain to him that “lack of integrity “was the most stupid thing I’d heard of.
He got a good lecture on many issues at the time..lol
We are at peak stupidity that continually over achieves
And I fear it’s not a NZ issue but a global phenomenon
