Because it’s in a section prefaced with the phrase “when you come into your inheritance in the land flowing with milk and honey.”

Yeah, it doesn't read that way to me insofar as being a Command that is part of that section, but rather a response to an incident that took place in the wilderness.

Actually, Numbers 15:38 (which commands that the tzitzit include a blue thread) is independent of (and before) the 'enter the land' issue. But it does include the 'throughout your generations" language.
